Jersey Village is its own city, about 3,800 homes inside a bend of White Oak Bayou, with a golf-course core from the 1970s and 1990s infill around it — median build year 1991, 30% from the nineties, 25% from the seventies. It has flooded, it has a floodplain program to show for it, and it sits in the middle of the Fairbanks and Northwest Crossing neighborhoods that share its era.
The 1970s houses around the golf course are single-story on one system, often with a metal trunk and flex branches added at some point, and a plenum that has been closed since the Carter administration. The 1990s houses are two-story, two-system, on flex that is now thirty years old. Both are past the point where a first cleaning makes sense without a look at the runs first, and the older ones are past the point where the flex branches make sense at all.
White Oak Bayou is the variable. The Tax Day storm in April 2016 put water into the lower streets, and the city has run a floodplain and buyout program since. A house that flooded had its drywall replaced and its ducts — possibly — not. If the house is on the bayou side and was rebuilt after 2016, that is the first thing to establish.
Fairbanks and Northwest Crossing, on the Houston side of the city limit, are 1980s stock; Greater Inwood to the east is 45% 1970s. The whole cluster along 290 between the Beltway and the Loop is the same generation of house, and the same conversation: original ductwork, never opened, an assessment before a cleaning.
